In order to comprehensively improve the management level of painting operations in Tianjin's motor vehicle maintenance industry and effectively control pollution emissions such as volatile organic compounds, yesterday, the Municipal Transportation Commission and the Municipal Environmental Protection Bureau jointly issued the "Comprehensive Implementation of Painting Work in Tianjin Motor Vehicle Maintenance Industry". Plan" (hereinafter referred to as the "implementation plan"), the "implementation plan" fully draws on advanced experience at home and abroad, upgrades and transforms the spraying and baking equipment and facilities of painting enterprises, and vigorously promotes the use of water-based, high-solid environmental protection coatings and high-efficiency coatings. Full implementation of inspection and governance. Conduct a comprehensive investigation of motor vehicle maintenance enterprises involved in painting operations in the city, and carry out treatment and renovation for those without treatment facilities or installed treatment facilities but still unable to stably discharge air pollutants. Strengthen corporate monitoring. Motor vehicle maintenance enterprises involved in painting operations in the city regularly monitor the status quo of purification efficiency, and form monitoring reports on file for future reference.

Vigorously promote environmentally friendly coatings. The city's motor vehicle maintenance industry accelerated the promotion of the use of water-based, high-solid environmental protection coatings, took the lead in promoting the use of water-based, high-solid coatings for primers, and restricted the use of solvent-based coatings. Since June 1, 2018, the city's first-class motor vehicle maintenance enterprises have switched to water-based environmentally friendly coatings. From January 1, 2019, all motor vehicle maintenance enterprises involved in painting operations in the city have all switched to water-based environmentally friendly coatings, and promoted the use of electrostatic spraying and other high-efficiency painting processes, paint leveling and drying processes. The operation should be placed in the spray paint room, and the spray gun using solvent-based paint should be closed and cleaned.

Promote the establishment of regional centralized sheet and spray centers. Strictly take measures such as terminal treatment and harmless disposal of hazardous wastes to achieve the overall improvement of the painting technology and equipment level, encourage motor vehicle maintenance companies involved in painting operations to carry out business cooperation with the sheet and spray center, and promote industry painting The operation is centralized, economical and environmentally friendly. At the end of 2017, the city has built a demonstration line of the sheet and spray center, and the spraying operations are gradually concentrated in the sheet and spray center. Before June 30, 2018, the "Technical Conditions of Tianjin Motor Vehicle Maintenance Sheet and Spray Center" was issued.

Comprehensive management of open-air painting operations. In accordance with the requirements of regulations and policies such as the "Regulations on the Prevention and Control of Air Pollution in Tianjin", open-air painting operations and illegal enterprises that have not installed painting environmental protection purification treatment devices shall be dealt with in accordance with the law.
